Keep in mind that the nagas themselves do not drop Golden Pearls, the precious pearl we're after has a small chance of dropping out of the Big-Mouth Clam that these Nagas drop.
Depending on your class and which you'd prefer, that'll help you determine which of the two locations to hunt in. You'll also find more herbs/mines in the Ruins of Eldarath camp, since not as much spawns on the coast. The Ruins of Eldarath has enemies that are much more clustered together than the coastline to the east. Warning though, there is a large cliff separating these two locations so you won't be able to go back and forth between them easily. In the central portion of Azshara you'll find the Ruins of Eldarath which is infested with nagas as is the coastline just east of these ruins.
